Was Sherry then Cooper and Now Say Hello to the Super System Review!

The Government Review formerly known as the Sherry Governance Review, and then subsequently called the Cooper Super Review, is now officially the Super System Review.

The Super System Review has released two, thankfully, short papers.  The first is the “Scope of Review” Paper, and the second is the “Phase One – Governance” Paper.

The Scope paper sets out the general approach which will be taken by the Review.  The Scope paper also sets out boundaries of the Review:  what is and what is not within the scope of the Review.

The Review will be conducted in three phases:  Phase One will focus on Governance; Phase Two will focus on Operation and Efficiency; while Phase Three will focus on Structure (including SMSFs).

The timing of the various phases will be:

  • Phase One – Governance - from now until the close of submissions in respect of this phase on 16 October 2009 with preliminary recommendations released early December 2009.
  • Phase Two – Operation & Efficiency – will commence on 16 October 2009 with the release of an Issues Paper in respect of this Phase, with the close of submissions date of 14 December 2009, and preliminary recommendations released March-April 2010.
  • The third and final phase – Structure (including SMSFs) - will commence on 14 December 2009, with the release of an Issues Paper for this phase with a close of submissions date of 19 February 2010, and preliminary recommendations released April-May 2010.


The Final Report will be delivered to the Government by 30 June 2010.
